Thank you, Michael. Our resident chef also attended and confirmed it was fennel. I've let the local Scullin community know in the hope that they have some avid foragers who can rid of this weedy herb.
I also thought that, but would like to aknowledge climate change as a reason for species distribution expansion and restriction. Wahlenbergia stricta has been suggested. I can see that the rosette of gloriosa and stricta are quite different (seemingly smooth vs hairy, respectively) so could agree with this ID. However, the flower is notably larger and darker than the stricta nearby. Curious to know what influenced this difference if not different species...
