Jackie, I hesitated with this one, but the (barely visible) yellow stripe on the side of the thorax and bright yellow face convince me it is Simosyrphus. The yellow dorsal spots on the abdomen are usually more extensive in Simosyrphus, but that is hard to see in this shot.
