This might be pushing it a bit, but there were thousands and thousands of these insects at Wonga Wetlands in a huge swarm extending about 2 metres high and 15 metres long. They looked green in colour but otherwise were too small for me to see what they were.

I would suspect not in those numbers. More likely some dipteran in my opinion.
