@Tapirlord, I have added 2 more images to the sighting. Image 3 shows the base of the plant in images 1 & 2. It was growing in a patch of sand. Image 4 shows another flower nearby in a more vegetated wet area.

C.gunnianum is most likely I suspect (given that the upper cauline leaves are woolly), but I've got a shadow of a doubt given that I can't tell whether or not the leaves are discolourus and some foliage appears almost bristly as per C.scorpioides

Thanks, @Tapirlord. It's likely I'll be visiting this area again and if the plant is blooming, I'll try for some better photos of the leaves.
