lots and lots of it. Presume this head is the flower?

yes, strictly it is the inflorescence and made up of multiple small flowers.
Good photos.

watch out for a different Carex ( carex tereticaulis ) which may be on the floodplains: tussocks are a bit bigger, leaves tend to be darkish dull green: but the most important characteristic is that the culms ( stems) are rounded, not angular as with Carex appressa.
