I could see this insect flying just above the dirt road around 5mm long, but when it landed it was near impossible to find. Eventually got some pics. I thought it was a sand wasp - but it doesn't look like a wasp. And it has those really long legs. It looks more like a cicada shape from this angle, but after a bit of surfing I'm guessing some kind of Water Boatman?
