Is it just the lack of the rusty down on my selected leaf that precludes this sighting from confirmation?
There is some pubescence visible on the leaf underside.

I will look into this identification with fresh eyes.
Meanwhile please again find this individual tree, photograph again the key features and add another sighting.
During this spring season, hopefully flowering occurs which you can see and photograph.
