It's definitely a water dragon, however positively identifying the subspecies from this photograph is difficult, as the side of the head is in shadow and the throat, chest and belly are not visible.
Having said that it's most likely Intellagama l. lesueurii, as there is a known population at this location and the nearest reliable I. lesueurii howittii record is almost 5 km away.

@GlossyGal Thanks for posting the additional photo EL.
I can see a faint postocular stripe but it's not very clear, which could be due to the specimen having gone a long time since its last slough or the water was not clean. It's a bit hard to call, so perhaps it's prudent to leave this one as Intellagama lesueurii.

For some reason I can't see a location on this, which increases the doubt. Do you mind telling me the rough location?
