Lophopyrum ponticum (Tall Wheatgrass)

This grass looks like an overgrown perennial ryegrass, growing >1m high. It is salt tolerant and has been used to crossbreed with wheat to confer salinity resistance.  Occasional escape from rehab plantings in saline areas. Native of Europe (Richardson, Richardson & Shepherd, Weeds of the South East).
